Maybe you can use the <input> tag, to draw border around the text.
<h2 style="font-size:14px; ;">Hello <input id=”” class=”” style=”cursor: auto; border: 3px solid blue; font-size:14px; width: 50px;” value=”$1000″/></h2>

But, you need set manually the width for the <input> tag.

Best solution could be, if <span> will be supported, or any other way you can do that with the same result.
